INVITATION TO BIDDERS

Sealed bids for performing the Contract identified below will be received by the Passaic Valley Water Commission, at its offices located at 1525 Main Avenue, Clifton, New Jersey, on Tuesday, May 14, 2024 at 2:00 p.m., local time, at which time and place said bids will be publicly opened and read.  No bids shall be received after the time designated in this Invitation to Bidders.

CONTRACT 24-B-21

CHEMICAL TANK NEUTRALIZATION AND CLEANING

This Contract shall require the cleaning and neutralization of various chemical tanks at the Little Falls Treatment Plant in Totowa as well as the removal and disposal of the chemicals remaining in the tanks.

Information and Instructions for Bidders, Specifications and other Contract Documents are available in electronic form by forwarding an e-mail request to lbresemann@pvwc.com. Each submission shall be provided on the standardized forms as supplied in the submission package and the said standardized forms shall not be modified or altered in any way.

Bidders shall comply with the requirements of the Local Public Contracts Law N.J.S.A. 40A:11-1 et. seq. as supplemented and amended; Ownership Disclosure Notice (P.L. 1977, c 33) N.J.S.A. 52:24.1 and Affirmative Action Requirements.  (P.L. 1975 c 127) N.J.S.A. 10:5-32 in addition to other applicable State Laws.

A non-mandatory pre-bid conference will be held on Thursday, May 2, 2024 at 10:00 A.M at the Auditorium at the Little Falls Treatment Plant, 800 Union Boulevard, Totowa. Representatives of the Commission will be present to discuss the project.  Bidders are encouraged to attend and participate in the pre-bid conference.  The Contractor shall submit any questions regarding the bid documents by Friday, April 26 at 3:00 P.M. to the project representative listed in the bid documents.

The successful bidder for the Contract shall be required to comply with the prevailing local minimum wage rates as determined by the New Jersey Department of Labor.

Within the parameters established by the governing law, the Commission reserves the right to reject any and all bids or to waive minor informalities or irregularities in the Proposals received and to award the contract to the lowest responsible bidder.
