A service line is a portion of pipe that connects the water main to the building. Ownership of the service line varies by water system, but for PVWC the service line from the main in the street to the curb line is owned by PVWC and the service line from the curb line to the building is owned by the property owner. Normally, the property owner is responsible for maintenance of their own service line. However, due to the anticipated NJDEP funding of this project, all lead service lines will be replaced at no cost to the property owner.
All properties with lead or unknown service line material will be contacted to have their service line investigated and/or replaced. The property owner or tenant will be required to sign a ‘right-of-entry’ form to allow Contractors to work on their private property.

In July 2021, P.L.2021, Ch.183 (Law) was enacted, requiring all community water systems to replace lead service lines in their service area within 10 years. PVWC is required to notify customers, non-paying consumers, and any off-site owner of a property (e.g., landlord) when it is known they are served by a lead service line. Our service line inventory is listed in the table below.
