Addendum #1

 

Bidders are advised that the original Request for Proposals for the referenced project have been amended as noted in this Addendum No. 1. This Addendum shall become part of the Request for Proposals and is to be attached thereto.  Bidders shall acknowledge receipt of this Addendum in the “Acknowledgment of Receipt of PVWC’s Changes to the Request for Responses for the Project” on Page 15 of the Request for Proposals.

 

  1. Hosting GIS Data:
    1. During construction will PVWC or the Consultant be responsible for hosting all GIS Data? 
    2. If PVWC will host all of the GIS Data will the Consultant be required to provide their own accounts for log-in/access or will PVWC provide accounts to the Consultant?

 

PVWC Response: All data will be hosted by PVWC. The Commission’s IT staff will provide access to our ArcGIS Portal. The Commission is in the process of transitioning from our current web-based GIS application, Fieldbook, hosted by Mott MacDonald, to our on-premise solution.

 

  1. Service Card Data:
    1. Can PVWC provide an example of the field sketch that will be completed or is the Consultant required to develop the service card?
    2. Is the service card data proposed to be captured using the GIS data, digitally (PDF), or on paper?
    3. What is the preferred method of submission of the service cards?
    4. Will the service cards be attached to the GIS data or provided separately for download by PVWC?

 

PVWC Response: Service cards will be drawn in the field on paper during construction to capture all work performed at each customer location. Field sketches can be scanned to a PDF and attached to the service line feature in our GIS after the Consultant GPS-surveys the new assets and updates the GIS features as required in Task 4.d.

 

 

 

  1. Can PVWC provide the number of estimated concurrent construction crews to be completing the LSL Project?

 

PVWC Response: Assume the contractor will have a total of three (3) construction crews working simultaneously, with one crew working within each of the Commission’s owner cities – Clifton, Passaic, Paterson.

 

  1. When field GIS data (existing water mains, etc) conflicts with the PVWC’s current GIS Data – What is the anticipated Scope of Services for the existing GIS data to be cleaned up?  Does PVWC require the Consultant to update the existing GIS geospatial data and associated attributes when conflicts are identified – (existing Watermain isn’t shown with geospatial accurately or asset data accurately).

 

PVWC Response: PVWC will require the Consultant to update our existing GIS mapping and database including attributes.

 

  1. The scope of work associated with Task 1.A – assist with the reconciling PVWC service line inventory database and GIS mapping. What is the scope of work to be estimated as part of this Task?  Should the Professional assume all 6,400 services need to be reconciled to include the information requested?  Can PVWC provide the schema attributes for each asset to be reconciled during construction? 

 

PVWC Response: Scope of services described in Task 1 involves performing GIS work which may not be related directly to the Commission’s Lead Service Line Replacement Contract but will provide assistance for refining our service line inventory and making improvements to the Commission’s geometric network. The Commission currently has 11,000 +/- locations that contain two (2) or more active customer points per service address.

 

  1. Appendix C: Paragraph 5 states that “PVWC will be responsible for providing PROFESSIONAL access to all public and private property in connection with services to be performed for this project.” Does this mean that PVWC will be responsible for rights of access communication for the CONTRACTOR and PROFESSIONAL as part of the Construction phase of this project as well?

 

PVWC Response: Delete Recital 5, Page C-2, in its entirety and insert “PVWC will provide to PROFESSIONAL all available information, including previous reports and any other data in its possession relevant to the subject PROJECT.  Further, PROFESSIONAL will be responsible for gaining access to all public and private property in connection with services to be performed for the PROJECT under GIS Support Services outside of Contract #22-B-8. CONTRACTOR shall be responsible for all customer coordination associated with Work to be performed under the Lead Service Line Replacement Contract #22-B-8.”

  1. Appendix C: Paragraph 23 states “PVWC will be responsible for furnishing all approvals and permits from governmental authorities and other entities having jurisdiction over the scope of work to be performed and approvals from others as may be necessary for the timely completion of the said work.” Please provide clarification for the services to be provided under Task 2.b. Permit Applications.

 

PVWC Response: Delete Recital 23, Page C-6, in its entirety

 

  1. Plumbing Subcode Permit – this permit is generally submitted by a licensed plumber at the time of construction, which is typically coordinated by the Contractor. Please confirm if PVWC would like this service to be coordinated by the Professional under this RFP.

 

PVWC Response: The Contractor shall be responsible for obtaining all Plumbing Subcode Permits under Contract 22-B-8, however the Consultant shall work with the City officials to certify Work as required under Task 2.b.ii.

 

  1. Project Meetings – The current deadline for replacement of all Lead Service Lines is by 2031. Should the Professional assume 12 meetings a year until 2031 or until project completion?

 

PVWC Response: Substantial completion for Contract 22-B-8 will be March 28, 2025 (see Page C-1)

 

  1. Is PVWC’s web developer/maintenance provider an internal staff member or outsourced Consultant? Will the Consultant for this project have access to communicate and work with the current PVWC Web Developer to implement updates required on the current website for Public Outreach & Project Dashboard Development?

 

PVWC Response: Consultant shall work with PVWC’s IT staff to perform any updates to the Commission’s website.

 

  1. GPS Equipment:
    1. It is anticipated that the Consultant shall be required to own the GPS Data Collection Equipment.  Please verify that the Consultant will be required to provide all GPS equipment and pay for data collection software if applicable. 
    2. Does PVWC have an approved list of equipment manufacturers and/or software allowed for the data collection?

 

PVWC Response: Consultant shall provide all required GPS equipment and data collection software to perform all required work.

 

  1. Data Accuracy:
    1. Is the Consultant required to utilize H-Star technology to achieve data accuracy? 
    2. Can the Consultant provide other equipment/software options (to achieve sub-foot accuracy) if Trimble Geo equipment is not required?  Metadata can be provided to validate geospatial accuracy of all field data.

 

PVWC Response: Consultant shall provide technology required to achieve sub-foot accuracy. Responder may show costs for collecting data using both sub-foot and sub-meter accuracy.
