Water Transmission Main Improvements to the Industrial Loop

ADDENDUM #2

Bidders are advised that the original Contract Documents for the referenced Contract have been amended as noted in this Addendum No. 1. This Addendum shall become part of the Contract Documents and is to be attached thereto.  Bidders shall acknowledge receipt of this Addendum on page P-11 of the Bid Documents.

Invitation to Bidders – Time Extension:

Delete the first sentence on Page I-1 in its entirety and in its place insert the following:

Sealed bids for performing the Contract identified below will be received by the Passaic Valley Water Commission, at its offices located at 1525 Main Avenue, Clifton, New Jersey, on Thursday, April 28, 2022 at 11:00 a.m. local time, at which time and place said bids will be publicly opened and read.

Technical SpecificationS:

Section 016500, Product Delivery, Storage and Handling – Delete Part 1.04, Deliveries in its entirety.

Section 330131, CIPP Lining, Part 2.03, Acceptable Manufacturer – Insert “C. Other comparable trenchless technologies may be considered if the product meets or exceeds all structural requirements described herein.”

Contract Drawings, Sheet C-3 – At the Existing Inlet Chamber, change the existing label “Existing 48-Inch Drain” to “Existing 48-Inch Supply Line”

Clarifications to the Bid Documents

Question #1: Are you needing to bypass this 48” water main? If so, what size pipe?

Response: No bypass is required.

Question #2: Do you know the elevation difference between both ends of the CIPP lining scope?

Response: The actual depth of the 48-inch main is unknown, however the pipe profile can be approximated by evaluating the topographic feature developed from the survey that was conducted along the pipeline on Sheets No. C-3 and C-4 of the Contract Drawings. The invert elevation of the 48-inch main at the existing inlet chamber on Sheet C-3 is 161.02 feet which is about 21.4 feet below grade. Assume uniform depth throughout the lining scope as defined on Sheets C-3 and C-4.

Question #3: Is there as-built information showing the plan and profile for the 48” PCCP, appurtenances, manhole chambers on sheet C-3 & C-4?

Response: There are no available as-built drawings that show the pipeline, bends, valves or other appurtenances or manhole chambers.

Question #4: Is there CCTV inspection available of the 48” PCCP pipeline?

Response: A CCTV inspection is not available.

Question #5: CIPP pay item shows 840 LF but sheets C-3 & C-4 show only 762 LF, is there other CIPP scope on other sheets?

Response: CIPP scope is only on Sheets C-3 and C-4. The Commission factored into this bid item an additional 10% due to the uncertainty of the actual alignment of the 48-inch PCCP. The Contract shall be responsible for determining the horizontal and vertical pipe alignment and locating all obstructions by utilizing the appropriate bid items as required in the Bidding Documents.
